Important Changes to 0870 Non-Geographic Numbers    

Ofcom have been completing a review of 0870 numbers for some time now and there are going to be significant changes to the use of these numbers in the coming year. The main point to note from the review is that 0870 numbers are to be made into a purely geographic national rate number. This means the caller will pay whatever their network charges for a national rate call and no more. This means it will no longer be possible to earn a revenue share on these numbers.

The changes come as Ofcom proposes an overall reshuffle of number translation services. They are launching some new number ranges, some of which will allow users to earn revenue from calls. However, full information will not be published until July 2006. After the final publication we will have 18 months to change over to alternative numbers if required.

Our advice for the short term will be:

  • We will not provide 0870 numbers without notifying users of the impending changes associated with them.
  • We can offer 0844 numbers at 5ppm to the caller which can provide users with a revenue share at a reduced rate
  • We can offer 0871 numbers at 10ppm. However, these are shortly to be brought under ICSTIS – the Premium Rate regulators, although the full extent of this change will not be known until July 2006.
We will be contacting all our current 0870 number customers via email as soon as possible, to discuss their options. We would strongly recommend existing customers wait until the summer when new number ranges are published before making any decisions about switching numbers and services.
